申请入会程序（Membership application procedures）：
      1、提交入会申请书；
      To submit applications for membership；
      2、经本会会员二人介绍；
      By two our people introduce;
      3、经本会常务理事会授权的本会组织委员会讨论通过，并向常务理事会报告批准；由常务理事会的授权机构发给会员证。 
      The executive director of the council will authorize the organizing committee of this council discussed and approved, will report to the executive director for approval by the executive director of the membership card issued to authorized institutions.
